K. DEWAYNE HIGH

DeWayne High is the President of Water, Environmental & Technical Services, Inc. He became Vice President of H & L Utility Service in 1987 through 1991, Vice President of from 1991 to 1999 and the President of Water, Environmental & Technical Services Inc in 2000. He was originally employed by H & L Utility Service since 1980 as a meter reader. He has worked on the tapping crew and gained experience as a backhoe operator. During this time, he worked in all aspects of field operation as he progressed in his Water and Wastewater certifications. He achieved the State of Texas highest class of Water/Wastewater operator in 1989 by receiving his Double “A” Certification. He also holds an endorsement for Customer Service Inspections with his water certification. .

 

DeWayne received a Bachelor of Science Degree from Sam Houston State University in Environmental Science in 1986 with a minor in Chemistry and advanced courses in biology and microbiology. He also has post graduate work in limnology and ichthyology.DeWayne was one of the first in the State to study the effects of dechlorination of wastewater effluent through a TWC Pilot plant study in 1988, before the dechlorination regulations were in effect for large wastewater plants. He also produced a system for an industrial plant using a bioaugmentation system to treat industrial waste so that it could be utilized through a standard wastewater plant. This system alone saved one client over $10,000 per month. He has recently been involved in the installation and implementation of an AMI automatic meter reading system. The AMI system remotely reads water meters hourly. This system delivers the meter readings to our office instead of someone having to go into the field to retrieve the readings. He is in charge of all plant and field operations. He is also involved with all aspects of wastewater permitting and storm water management.

 

His 35 years of experience also includes:

  5. Project Management of Water and Wastewater Facilities

J. KENNETH HIGH, C. E. I.

Ken High is the Vice – President of Water, Environmental & Technical Services Inc. and is the original founder of H & L Utility Service in 1974 and Water, Environmental & Technical Services, Inc. in 1991. He received a Bachelor of Science Degree from the University of Houston School of Technology in Civil Engineering and is a Certified Environmental Inspector. He has extensive work experience in water well rehabilitation as well as bio- solids. Ken has a working relationship with individual staff members of the TCEQ. He presently serves on the TCEQ 30TAC217 (Sewage Treatment Plant Design) Rule Revision Committee for Subchapters A & L.

His 41 years of experience includes:
